If I live in the Philippines but am a dual United States citizen, will i need to pay taxes in the US?
link to IRS pub 54 ch 4 http://www.irs.gov/publications/p54/ch04.html could not find any definite statement saying that there is a bilateral agreement to avoid needing to pay taxes in both countries.

US citizens file based on worldwide income. You would not use the tax treaty, rather you'd use the foreign earned income exclusion to reduce the tax bill.
